Cllr James Noakes is the Assistant Mayor for Energy and Smart City on Liverpool City Council. He leads politically and works directly to the Mayor of Liverpool on encouraging investment in low carbon and renewable energy and developing a networked city; creating a Liverpool which is an exciting place for current and next-generation businesses and residents to invest, locate and live in, including addressing social issues with smart solutions. First elected to serve Clubmoor ward in 2008, he has also been Chair of Environment & Climate Change and Chair of Employment & Skills Select Committees and Mayoral Lead for Performance Improvement as well as other roles.
James’ professional life is an environmental consultant working on energy, environmental impact, sustainable food and climate change issues, with over 16 years’ experience in the field. He began initially with sustainable travel – working on both strategy development and innovative solutions. Working on numerous developments this included national recognition; industry-leading policy development; the Directorship of a leading national representative body and the Chair of the North-West England Transport and Climate Change Group.
His work then focused on broader climate change and environmental issues and policy development. He has overseen Environmental Impact Assessment, Strategic Environmental Assessment and Sustainability Appraisal as well as developed experience in climate change strategy and action planning, carbon footprinting, greenhouse gas inventories and reporting, renewable and low carbon energy projects and flood risk management.
James is a Practitioner Member of the Institute of Environmental Management and Assessment and is currently completing an MSc. He is a frequent international speaker and author on environment, sustainability, smart city and Internet of Things issues.
